On 12 June 2010, a meeting was held in the Kecamatan (Sub District) Office of Banggai town, to discuss the establishement of quotas for the Banggai cardinal fish (BCF). A number of the Banggai stakeholders attended the meeting, including Ibu Siti Nuraini from the Ministry of Marine Affairs and Fisheries Jakarta, LINI's trainer Pak Nengah Artiawan, and Ron Lilley from the LINI office in Bali. Other participants included BCF traders from Manado , Luwuk and Kendari, Quarantine staff and law enforcement officers.
The recommendations that came out of the meeting were:
- There should be a 'one gate' control system for trade of BCF from the Banggai Islands , and this is to be from Bonebaru harbour.
- Control documents should be issued by the Quarantine office in Banggai town, and by the Banggai Cardinal Fish Centre, also in Banggai town (?).
- Surveillance should involve community surveillance groups (Pokmaswas) and the fishermen's groups of the Banggai Islands .
- The local stakeholders recommend a quota of 15,000 BCF per month be allowed to be harvested for the aquarium trade, with the price paid to collectors for each BCF being raised 500 rupiah (US$0,05 ). The quota may be revised as necessary, depending on the results on regular wild stock surveys.
- These recommendations represent an important and significant breakthrough in support of BCF management at source, in that they are supported by all of the ke stakeholder groups.
